VERKHOVNA RADA OF UKRAINE RESOLUTION
On Implementation of the Declaration of State Sovereignty of Ukraine in Foreign Relations
To
ensure direct foreign political and economic relations between the Ukrainian
SSR and foreign states in accordance with the Declaration of State Sovereignty
of Ukraine, the Verkhovna Rada of the Ukrainian Soviet Socialist Republic
r e s o l v e s that:
The
Council of Ministers of the Ukrainian SSR shall:
1.
Establish
diplomatic, consular, and trade relations with foreign states proceeding from
the necessity of the most effective security and priority importance of interests
of the Ukrainian SSR.
Resolve
the issue concerning accreditation of consular offices of foreign states on
the territory of the Ukrainian SSR with the Ministry of Foreign Affairs of
Ukraine.
2.
Apply
its efforts to ensure direct participation of the Ukrainian SSR in the general
European process and European structures.
3.
nvisage
budget funds for foreign political and economic activity required by consequences
of direct relations established by the Ukrainian SSR with foreign states,
its participation in the general European process, European structures, and
international organizations.
4.
Ensure
transfer of all consular charges received by the Ministry of Foreign Affairs
of the UkrSSR to the budget of the Republic providing 50% of the charges to
the Ministry to cover expenses related to its activities.
5. Develop
and submit a draft law to regulate foreign political and economic relations
of Ukraine for the consideration of the Verkhovna Rada of the Ukrainian SSR
in the first quarter of 1991.
6.
Set
up a system to train the staff for the foreign relations bodies of the Republic.
