"On State Monopoly in Manufacture, Storage, Sale of Alcohol, Spirituous Liquors and Tobacco Products"

According to the draft alcohol manufacture shall be exclusive competence of state-run enterprises. Liquors shall be produced by state-owned enterprises and enterprises whose control stock belongs to the state.

Specialized state-run enterprises and specialized enterprises of other forms of property, provided they have a relevant license, will manufacture alcohol drinks (except liquors) and tobacco products. The license will also allow to sell alcohol and tobacco products.

This draft law envisages introduction of quotas for imported alcohol and vine materials needed to manufacture cognac and champaign.
