"On Amendment of the Law of Ukraine "On Licensing of the Certain Types of Economic Activity"

The draft law specifies the list of types of economic activity subject to licensing. It is proposed to license all communication services rendered in networks of general use (current version relates only to telephone communication). This list includes:

- manufacture of alcohols, wholesale and retail trade in spirituous liquors;

- manufacture, wholesale and retail trade in tobacco products;

- use of railway lines and railway infrastructure objects;

- specific services of transportation terminals, ports, airports;

- manufacture, modernization, utilization of arms, military equipment, ammunition and etc.

Besides, this draft specifies the field the Law "On Licensing Certain Types of Economic Activity" shall be applied to. Banking, foreign economic activity, activity in the sphere of natural monopolies and in adjacent markets of fuel and energy complex shall be excluded from this field. Now the list of activities subject to licensing shall not include broadcasting channels, education, activity connected with the use of intellectual property and the sector where nuclear energy is used.
