"On Amendment of Some Laws of Ukraine (Relating to Import Duty Rates)"

This draft envisages that the Cabinet of Ministers shall be granted the right to change import duty rates, set forth by the Customs Tariff, except for duty rates for excisable goods. Verkhovna Rada shall preserve its right to alter import duty rates for excisable goods and to introduce duty rates pursuant to new codes of Ukraine’s Goods Nomenclature of Foreign Economic Activity. To this end the Cabinet of Ministers offers to amend Article 2 of the Law “On Unified Customs Tariff of Ukraine” and to amend Article 1 and 7 of the Law “On Taxation System”.

It is proposed to exclude from Article 1 of the Law “On State Regulation of Imports of Agricultural Products ” the norm establishing that Verkhovna Rada sets forth import duty for agricultural products.

Thus, the Cabinet of Ministers wants to have real influence on the country tariff policy.
