"On Amendment of Some Laws of Ukraine"

According to this draft amendments shall be made to Article 15 of the Law of Ukraine "On Taxation System" and Article 43 of the Law of Ukraine "On Local Self-Government in Ukraine". The proposed amendments are to cancel the Border Area Transit Fee.

It should be mentioned that now this fee is levied on vehicles going abroad at the rate of 0.5 percent of the minimum personal tax-free income when they transit the territory of the border oblasts. This fee is collected from legal entities and citizens of Ukraine as well as from foreign legal entities and citizens; depending on the car model and capacity amount of this fee may vary from USD 5 to USD50.

The fee is not levied on vehicles carrying out international transportation of:

• cargos under the state order and state contract;
• citizens of Ukraine who are going abroad on business trips;
• sportsmen leaving for international competitions;
• citizens going abroad within the framework of cultural exchange programs, for medical treatment, rehabilitation (children); citizens going abroad to bury their close relatives (in such instances there shall be shown a telegram informing thereof).
